SANTA CLARA -- Coach Jim Harbaugh blamed a slow time in the news cycle to the wide publicity gained earlier this month for the Kaepernick Cap Caper.

When asked Monday if he had any issues with Colin Kaepernick sporting a Miami Dolphins hat at a July Fourth function, Harbaugh answered that he knows his quarterback is fully committed to the 49ers.

"I know him. I know where his allegiances lie," Harbaugh said. "I know how he prepares. I know where his allegiances lie."

Kaepernick, and all the 49ers quarterbacks, have been on hand at the 49ers practice facility since Friday along with the rookies and selected veterans. The team went through its first padded practice on Monday. The rest of the veterans are scheduled to report to camp on Wednesday with the first full practice on Thursday.

"He's been outstanding," Harbaugh said. "He's had an outstanding offseason. (I've) talked about it many times, his work ethic and what he does here. His preparation is top notch. And this offseason has been outstanding in that regard."
