The Raiders believe they’ve made significant progress this offseason. They signed several veteran free agents with championship experience. They recently compiled an NFL draft class lauded by many. They’ve upgraded most positions and are working through an offseason program with newfound confidence.

Oddsmakers don’t share that optimism. The Las Vegas Hilton expects the Raiders to be just one win better than last season’s 4-12 mark. Only the Jacksonville Jaguars were projected to win less when the Las Vegas Hilton released an over-under line for each team’s 2014 win total on Sunday.

Betting lines are generally designed to promote action on both sides, but Raiders’ win total still seems low. They have the NFL’s toughest schedule, but taking the over might be a good bet.
