Report: Penn to sign with Raiders for two years, $9.6 million

Offensive lineman Donald Penn will sign a two-year contract with the Raiders worth $9.6 million, according to ESPN reporter Adam Caplan.

Caplan reports that Penn will receive $4.2 million guaranteed, and $4.2 million in 2014. He can earn up to $11.9 million with merit-based bonuses for making the Pro Bowl, workouts and playing-time incentives.

The contract has not been formally signed. Therefore, the Raiders haven’t officially announced the acquisition.

A source told CSN Bay Area that Penn eventually took the Raiders initial offer. Penn was hoping for more, trying to leverage the fact that he was the last established veteran left tackle on the market to increase his value. After pondering another offer from Washington, Penn chose to sign with Oakland.
