Vernon Davis cleared to start; Justin Smith inactive again

SAN FRANCISCO -- Tight end Vernon Davis, who sustained a concussion a week ago, has been cleared to play and will start the 49ers' regular-season final Sunday against the Arizona Cardinals.

Defensive tackle Justin Smith, who has a partially torn triceps tendon in his left arm, will sit out his second game in a row after logging 185 consecutive starts. Backup defensive tackle Will Tukuafu (neck) is also inactive.

The 49ers have promoted undrafted rookie defensive lineman Tony Jerod-Eddie from the practice squad, and he is set to make his NFL debut.

Ricky Jean Francois is scheduled to start at right defensive tackle for the 49ers.

The Cardinals will start D'Anthony Batiste at left tackle with Nate Potter out of action with an ankle injury
